Securing Neighborhood Funding

Minneapolis residents deserve strong neighborhood groups. With the 20-year funding period for the Neighborhood Revitalization Program (NRP) ending next year, Jim, with other Minneapolis legislators, created a new, 10-year dedicated source of funding to support our neighborhoods’ priorities.


Putting an end to predatory lending

Predatory lending practices have left some homeowners with unmanageable debt rather than long-term security. To end to this practice, Jim passed nation-leading legislation that provides protection for prospective homeowners through full payment disclosure, limits on lender fees and negative lending practices, and requiring lenders to work in borrowers’ interests.


Promoting a greener, 21st Century economy

To move Minnesota towards the new, green, 21st Century economy, Jim pushed legislation that promotes job training that supports green economic development, established a loan program for small-scale renewable energy projects, and created a statewide Green Jobs Task Force. Jim is serving on the Task Force, composed of representatives from business, labor, government, and education, which will draft a plan to grow Minnesota’s green economy.


Opportunities for all kids to succeed

State funding cuts have unfairly targeted Minneapolis schools, and Jim has worked hard to reverse the trend of short-changing our schools and our children. Jim worked to secure an additional $1.9 million to Minneapolis schools in the 2008 session. The best way to secure Minnesota’s economic future is to invest in our public education system. Jim will continue to be a strong voice for early childhood education programs so all kids start school ready to learn and have opportunities to succeed.


Keeping neighborhoods strong

Foreclosures destabilize neighborhoods and schools and depress property values. To keep our neighborhoods strong, Jim voted for efforts to help struggling homeowners get foreclosure protection counseling, increase emergency funding available to homeowners, allow for better oversight of abandoned properties, protect tenants’ rights, and strengthen protections against mortgage fraud.


Tax Fairness

Jim believes in tax fairness across Minnesota that brings in the revenue needed to pay for our shared priorities, while limiting the burden on the middle class. In this last legislative session, Jim supported $23 million in property tax relief for Minnesotans, a $7 million restoration of Local Government Aid (LGA) to Minneapolis for basic city services, and closing corporate tax loopholes.

In the legislature, Jim is a voice for our communities’ progressive values. He is a voice for a fair tax system, sound public services, and opportunity for all Minnesotans.

 
Early success of the Hiawatha Light Rail Line shows that people want choices in how they move around. Jim supports transit as part of a broader transportation strategy that serves residents, leads the way for growth, protects our environment and enhances our quality of life.

Jim creates innovative solutions to our community’s challenges

 

As Chair of the House DFL Caucus Consumer Privacy and Identity Theft Taskforce Jim lead successful efforts to require both corporations and the state government to notify you if your personal private information has been fallen into the wrong hands and to allow you to freeze your credit report to prevent identity theft. Jim supports strengthening Minnesota’s consumer protection laws, working to bring them up to date with modern technologies. Jim has successfully pushed progressive consumer issues while also building relationships across the partisan aisle.


As both a teacher and a parent, Jim is working to restore accountability in the Minneapolis school system. Jim successfully passed legislation changing the way school board members are elected to make the school board more representative, responsive and accountable to parents and communities.

Jim knows our community and stands up for our concerns

 

Jim knows that a strong foundation creates opportunity for all, and is a leader in early childhood education. This year he passed the Northstar Quality Rating System for childcare settings, providing parents and providers with better information on what makes a rich and educational child care setting.

With his strong commitment to educational opportunity Jim has become a leader in fighting for adequate funding of our schools. He wants Minneapolis schools to receive the funding they need to provide high-quality education for all students.

 

Over the past four years state aid cuts have also hurt other local services, from libraries and parks to transportation and public safety. Jim knows that these services support our quality of life in Minnesota—including our economy. As Chair of the Minneapolis House legislative delegation Jim has coordinated efforts to restore some of these cuts and to get additional state aid targeted at public safety.
